José has more than 10 years of experience in providing financial solutions to working-class communities in the U.S. through the private equity firm of Bergerac Investments. He is the past President and Chief Executive Officer of Popular Cash Express, a financial services retail network of over 150 financial service centers and
60 mobile units throughout the U.S. José earned a Bachelor’s Degree in Finance from Georgetown University and an MBA in Insurance & Risk Management from the Wharton School of Business at the University of Pennsylvania.

Eli Stearns
Plan Development & Construction
Both a trained architect and licensed
real estate broker, Eli has significant
knowledge and expertise in distressed property
redevelopment. He was founding partner of
Markley Stearns, Inc., a real estate development,
leasing and consulting company where he
spearheaded the development of over $500
million in commercial properties. Since
2004 he has been primarily focused on commercial
redevelopment projects in California and
Nevada. Eli earned a Bachelor's Degree in
Architecture from the University of Illinois.
